By adopting the low-characteristic-signal combustion restricting layer, theproblems in the prior art that the flowability and the leveling property of basic rubber of the silicon rubber are relatively poor are solved; compared with a traditional combustion restricting layer, the combustion restricting layer provided by the invention has the relatively low characteristic signal.
