The device comprises speed reduction tires, weight tires and a steel wire mesh; the whole protection device surrounds a pile foundation and is divided into an inner annular area and an outer annular area; the speed reduction tires are located on the outer layer and composed of rubber tire bodies, ecological bags, geotechnical cloth and a plastic drainage board; the bottoms of the rubber tire bodies are sealed by the geotechnical cloth, the ecological bags are arranged inside the rubber tire bodies, and the lower portions of the rubber tire bodies are connected with the strip-shaped plastic drainage board to be inserted into a seabed; the weight tires are located on the inner layer and composed of rubber tire bodies, sand and gravel packing, geotechnical cloth and a plastic drainage board; the bottoms of the rubber tire bodies are sealed by the geotechnical cloth, the sand and gavel packing is arranged inside the rubber tire bodies, and the lower portions of the rubber tire bodies are connected with the plastic drainage board to be inserted into the seabed; water-permeable concrete is poured into gaps among the rubber tire bodies; and the upper portion of the whole structure is covered with the steel wire mesh.
