The invention relates to a three-dimensional plastic tensile net comprising bars, ribs and square, rectangular, circular, oval, rhombic, right-angled triangle-shaped or regular triangle-shaped grid holes formed by cross separation of the bars and the ribs, wherein flanges which are fused with the ribs/bars into a whole are arranged on cross nodes of the ribs/bars of the single-way, two-way, three-way or four-way three-dimensional tensile net or the ribs/bars, and the flanges can be hemispherical flanges, tapered flanges, circular truncated cone-shaped flanges, polygonal pyramid-shaped flanges or truncated pyramid-shaped flanges with polygonal table tops. The manufacturing method comprises the steps of preparing an initial material strip with the flanges, punching, heating, stretching longitudinally, stretching transversely and rolling a finished product. The three-dimensional plastic tensile net is used for road widening and reinforced retaining walls, can be laid at the bottom or side slopes of river courses and can improve withdrawal resistance, earth fixing ability, anti-scouring ability and collapse resistance; and compared with a traditional two-dimensional planar tensile net, the three-dimensional plastic tensile net can enhance the earth fixing effect and the vertical pressure resistance performance, improve the tensile strength at break and increase the drainage flux.
