The method comprises the steps of determining a vehicle flowdistribution situation of a predetermined city in a preset time period; according to the vehicle flow distribution situation, drawing a vehicle flow distribution grid chart of the predetermined city in the preset time period; determining a distribution quantity of electric vehicles in the vehicle flow distribution grid chart; predicting charging and battery swap demands of the electric vehicles byutilizing an electric consumption law of the electric vehicles and the distribution quantity of the electric vehicles; converting the vehicle flow distribution grid chart into a charging and batteryswap charge grid chart of the electric vehicles according to the charging and battery swap demands of the electric vehicles and the distribution quantity of the electric vehicles; and determining point arrangement of the charging and battery swap station in the predetermined city in the charging and battery swap charge grid chart by utilizing a determined load distance. Through the method and theapparatus, the problem of incapability of systematically performing the point arrangement on the charging and battery swap station by a point arrangement scheme in the prior art is solved, so that theeffect of performing the point arrangement on the charging and battery swap station systematically according to city conditions is achieved.
