The low-yield-ratio hot-rolled steel strip comprises, by mass, 0.09%-0.12% of C, 0.30%-0.50% of Mn, 0.25%-0.50% of Si, not larger than 0.012%, 0.060%-0.100% of P, 0.60%-1.00% of Cr, 0.25%-0.40% of Cu, 0.12%-0.25% of Ni, 0.0010%-0.0025% of B, 0.015%-0.030% of Ti and the balance Fe and inevitable impurities. The production method comprises the procedures of plate slab continuous casting, hot continuous rolling, controlled cooling and controlled rolling.
