The horizontal apparatus comprises an outer ring, an installation base, a longitudinal motor, a lateral motor, an innerring, a longitudinal inclination angle sensor, a lateral inclination angle sensor and a control module, wherein the outer ring is fixed on the installation base through a longitudinal rotation shaft,the longitudinal motor is fixed on the installation base, the rotation shaft of the longitudinal motor is fixedly connected to the outer ring, the lateral motor is fixed on the outer ring, the rotation shaft of the lateral motor is fixedly connected to the inner ring, the inner ring is fixed in the outer ring through a lateral rotation shaft, an azimuth compass repeater is fixed in the inner ringthrough a fastening member, and the longitudinal inclination angle sensor and the lateral inclination angle sensor are fixed on the inner ring and are respectively and electrically connected to the control module.
