The method comprises the steps of decoding high-definition video streaming to obtain 8-bit video streaming channels; extracting the first 8xN bits of data in each video streaming channel; placing video streaming fragment data into a register of a CPU through utilization of a CPU data channel and carrying out exclusive or operation, thereby obtaining a result; obtaining new pixel feature vector values; obtaining a plurality of groups of pixel feature vector values; judging whetherthe accumulated pixel feature vector value exceeds a set threshold or not, and outputting video streaming if the accumulated pixel feature vector value exceeds the set threshold; and generating and outputting the high-definition video streaming based on a real time streaming protocol. Video streaming slicing and compression processing is carried out in a preamble bit preprocessing mode and preprocessing such as pre-reading, slicing and recombination is carried out on the video streaming, so a compression ratio of the output video streaming is increased, under condition of the same video quality, video delay is reduced to be smaller than 100ms, and video playing low delay and high concurrency are ensured.
