The heat exchanging pipe comprises a pipe body and fins arranged on the outer surface of the pipe body, and a channel is formed between every two adjacent fins; and liquid guiding grooves are formed in the outer surface, the fins are provided with liquid guiding parts communicating with the liquid guiding grooves, the liquid guiding grooves penetrate through the fins to enable the adjacent channels to communicate, and the liquid guiding grooves are used for circulating refrigerants. By applying the heat exchanging pipe and the air conditioner, the liquid guiding grooves formed in the outer surface are matched with the liquid guiding parts arranged on the fins, thus the adjacent channels can communicate, the area of the discharging channels for the condensed liquid refrigerants is increased, the refrigerant discharging ability is enhanced, and the refrigerants can better circulate on the surface of the heat exchangingpipe; through the liquid guiding grooves, the flowability of the refrigerants can be enhanced, accumulation of fine residues on the tooth roots of the fins is reduced, the risk of scaling is reduced,the effective heat exchanging area is ensured, and the overall heat exchanging ability of the heat exchanging pipe is enhanced.
