The present invention provides a video encoder comprising processing circuitry and a Universal Binary Entropy (UBE) syntax encoder. The processing circuit is used for processing the pixel data of the video frame to generate coding-related data, wherein the coding-related data includes at least quantized transform coefficients. A Universal Binary Entropy (UBE) syntax encoder is used to process multiple syntax elements to generate UBE syntax data. Wherein, the coding-related data is represented by the plurality of syntax elements, the processing circuit operates according to a video coding standard, the video coding standard supports arithmetic coding, and the UBE syntax data does not include arithmetic coding syntax data.
