The method comprises the steps of: determining a application message required being distributed to atarget logic group; obtaining an identifier of the target logic group, wherein the target logic group comprises at least one target terminal; according to a gateway mapping table and the identifier ofthe target logic group, inquiring a gateway connected with each target terminal in at least one target terminal to obtain at least target gateway, and generating an MQTT (Message Queuing Telemetry Transport) publishing message according to the application message; and sending the MQTT publishing message to the at least one target gateway, wherein the MQTT publishing message is configured to indicate the target gateway receiving the MQTT publishing message to send corresponding application messages to each target terminal, belonging to the target logic group, connected with the target gateway.According to the embodiment, the efficiency of publishing an application message to a mass network access device by the control device can be improved.
