The device and the method are mainly applied in the fields of precisebiomedical micro-sample application, biological 3D printing, etc. A single high-speed solenoid valve controls the turn-on time of air pressure; a pressure-regulating valve is used for controlling theintensity of air pressure; a single liquid storage chamber is used for storing a liquid, and the bottom of the single liquid storage chamber is provided with a single micropore which is connected with a nozzle; and the center of the micropore diameter is aimed at the center of the single liquid storage chamber. When the single high-speed solenoid valve opens, Helmholtz oscillation is generated inthe single liquid storage chamber, pressure intensity in the single liquid storage chamber rapidly oscillates and attenuates, pressure intensity in the liquid storage chamber will be lower than the atmospheric pressure in the next 3-4 periods, and finally the air pressure inside and outside the single liquid storage chamber tends to balance.
