The method comprises the steps that an acquisition/integration module acquires monitoring data; the business relationship engine module defines business associated data in advance; the rule engine module establishes an object rule, a hierarchy rule and a system rule; and the service capability index evaluation engine module outputs an object service capability index, a hierarchical service capability index and a system service capability index according to the acquired monitoring data, the business association data, the calling object rule, the hierarchical rule and the system rule. The method can be used as a main index for measuring the operation conditions of the full-automatic machine room and each concerned application system and providing service capability to the outside; the system is used for guiding actual management and operation and maintenance work, and meanwhile, the change of the service capability index directly reflects the change trend of the availability and reliability of the system, so that managers are helped to detect fault hidden dangers in advance, and preventive measures are taken.
