The method mainly comprises two parts: assisting the on-duty air traffic controlling staff member in making an air conflict resolution plan of civil aviation aircrafts by a machine and learning air conflict solution plans and working habits of different air traffic controlling staff members by the machine for long time and carrying out learning result interaction with the air traffic controlling staff members. The emphasis of the method is on automatic adjustment and improvement of the intelligent optimization method after learning the air conflict solution plans and working habits of air traffic controlling staff members by the machine, so that customized decision-making support reference plans varyingfrom person to person are provided conveniently. The method is used for assisting the air traffic controlling staff members in enhancing the decision-making intelligent levels instead of replacing the air traffic controlling staff members to make decisions. After enhancement of the decision-making intelligent levels of the air traffic controlling staff members, the machine learning carries out learning and feeding back continuously.
