According to the method, a branch supply system model is built; the electricity purchasing quantity and fuel consumption amount of the branch supply system are calculated; an integrated energy system model with two modes of fixing heat based on power and fixing power based on heat is built; the electricity purchasing quantity and fuel consumption amount of the integrated energy system are calculated; three evaluation indexes of the system, namely, primary energy consumption, operation cost andCO2 emission reduction amount are established; a comprehensive evaluation index is built on the basis of the comprehensive three indexes; the applicable conditions of two main operation modes of a combined cooling, heating and power system are calculated, so that the operation mode of the integrated energy system can be determined; the utilization rate of the system energy of the integrated energy system is made to be optimal; and therefore, the operation mode of the system is more economical and energy-saving in comparison with the operation modes of fixing heat based on power and fixing power based on heat. With the evaluation criteria-based operation method of the invention adopted, the problem of resource waste due to the randomness of load and the inconsistence of the partial load characteristics of a unit is solved.
