The inner drill pipe comprises a first drill bit part and a first drill body part. The outer drill pipe comprises a second drill bit part and a second drill body part. A cross drilling tool is mounted on the second drill bit part. By introducing a water pressure in a crack of a rock layer, the self-propelled grouting anchor rod for tunnel construction is kept in an initial balanced state in an advancing process, so that angle deviation of the anchor rod in the advancing process is avoided effectively and the tunnel construction quality is improved.
