The structure is advantaged in that the rainwater on the road surface flows downwards through the permeable layer and the rubble layer and then flows into the water collecting tank after reaching the flow guide layer, so the roadbed has the drainage performance; when the rainfall is larger than the permeable amount of the roadbed, rainwater enters the water collecting tank through the water inlet pipe and is stored in the water collecting tank, the possibility of water accumulation on the road surface is further reduced, the stored rainwater can be pumped out by starting the recycling assembly to be reused as reclaimed water, the drainage effect of the flow guide structure is effectively improved, and rainwater resource recycling is achieved.
