The method comprises the following steps that: a DRM receiving module and a DRM decryption analysis module obtain an emergency message from a DRM broadcast signal, the emergency message comprises an emergency instruction and emergency information, and the emergency information is emergency broadcast content; an IPTV receiving module obtains an IPTV program from an IPTV broadcast television signal; a first control module receives the emergency message, executes the emergency instruction, wakes up the IPTV set top box in advance for a necessary time period, and transmits the emergency message to a main control module which receives program video and audio data; and the main control module converts the emergency broadcast content into a media type, synthesizes and outputs the emergency broadcast content. According to the invention, the emergency message in the DRM broadcast signal is detected and received in real time, and the IPTV set top box is awakened to carry out the emergency broadcast.
