The method comprises the following steps that: a DRM receiving module and a DRM decryption analysis module obtain an emergency message from a DRM broadcast signal, the emergency message comprises an emergency instruction and emergency information, and the emergency information is emergency broadcast content; an IPTV receiving module obtains an IPTV program from an IPTV broadcast television signal; a first control module receives the emergency message, executes the emergency instruction, wakes up the IPTV set top box in advance for a necessary time period, and transmits the emergency message to a main control module which receives program video and audio data; and the main control module converts the emergency broadcast content into a media type, synthesizes and outputs the emergency broadcast content.
