The method comprises the steps of storm surge level and typhoon wave calculation, seawall wave overtopping amount calculation, seawall overtopping judgment and seawall submerging early warning and forecasting, and submerging early warning and forecasting can be rapidly achieved. Comprising the following steps: (1) acquiring related typhoon forecast data, and generating a wind field based on a refined grid; (2) forecasting a storm surge level and typhoon wave parameters through a storm surge numerical model and a wave numerical model; (3) the overtopping amount is calculated by inputting the storm surge level, the wave height and the seawall structure parameters, and after the overtopping amount breakwater burst threshold value is determined according to the seawall structure, the overtopping breakwater burst risk is judged; and (4) the model grid is processed according to the seawall fleeting condition, and dynamic submerging calculation is carried out.
