Abstract

An image processing system includes a decoder and a coder. The decoder includes a variable length decoding section for decoding the bit stream to generate image data, generating encoding parameters for each layer, and generating an error flag indicating whether the encoding parameters can be effectively used. The encoder includes a control section, an MB calculation section, an encoding section and a variable length encoding section. The control section determines whether encoding parameters can be effectively used based on the error flag. The MB calculation section calculates the encoding parameters when the encoding parameters generated by the variable length decoding section are invalid. When these parameters are valid, the coding part and the variable-length coding part use the coding parameters generated by the variable-length decoding part to code the image data; when the coding parameters generated by the variable-length decoding part are invalid, the encoding parameters generated by the MB calculation part are used.
