The casing 1 has a rotor 2 coaxial with it and can rotate freely relative to it and a central control valve 4, wherein the rotor 2 has a vane 5 arranged between the chambers 6 and 7, and the central control valve 4 is used to transfer the pressurized oil It is sent to chambers 6 and 7 through channels 12 and 13, respectively. The pressurized oil entering the channel 12 through the valve 4 pushes the vane 5 to rotate counterclockwise relative to the housing 1 , and presses the oil in the chamber 6 into the channel 13 and the valve 4 .
