The scan (202) and sustain (203) electrodes are formed on the upper substrate (201), and the dielectric layer (204) covers the scan (202) and sustain (203) electrodes. The lower substrate (211) faces the upper substrate (201), and the address electrodes (213) are formed on the lower substrate (211). In plasma display apparatus, at least one of the scan and sustain electrodes is formed as one layer.
