the invention discloses a risk control method of point-to-point short message owing fee and a system thereof, which at least comprises a home location register (HLR), a short message service center (SMSC), a short message real-time monitoring system (RMS) and an online charging system (OCS); in the RMS, an owing fee risk control module is provided and connected with the HLR and the OCS which generates target users necessary to be monitored at regular time, namely the users whose credit level is lower than credit control threshold, and the target users are transmitted to the RMS in the form ofdocument. As to the users on whom owing fee risk control needs to be carried out, the RMS asks the HLR for inquiring status first before delivering short messages and then asks the OCS for fee deduction. The owing fee risk control method and the system thereof of the invention realize the owing fee control of short message service to users with potential owing fee risk, thus satisfying the service requirements of mobile communication network operators.
