The selection method comprises the following steps: cluster-head nodes start selection negotiation of the observer nodes; cluster member nodes predict observation quality increment after participating in observation; the cluster member nodes judge whether the observation quality increment is more than zero after participating in observation, if no, the cluster member nodes are in an idle state; if yes, the cluster member nodes calculate cost values of participating in observation, and send the cost values to the cluster-head nodes; the cluster-head nodes add a node which has the minimum observation cost value and selected from the cost values received from the cluster member nodes to an observer node set; the cluster-head checks whether the existing observer node set meets the observation quality requirements, if yes, the cluster-head completes the selection negotiation process of the observer nodes in a cluster; if no, the cluster-head returns to start the next selection.
