The method is as follows: collecting the residual activated sludge which is dehydrated mechanically, adding 20-50% of waste organic acid mother liquor based on weight of the residual activated sludge, mixing the mixture to be slurry, putting the slurry into a reaction kettle and heating to 60-100 DEG C for reaction for 0.5-5h, during which the living biological substancescontained in the sludge are decomposed, the protein denatures and the bound water in the sludge changes to be free water and exudes; and after the reaction is finished, transferring the resultants into a mixing pool, adding plant debris and the like which serve as fillers, when the mixture turns to be thick catsup, putting the mixing pool into a drying device, and drying until the water content is 10-20wt% to get dry sludge. After heavy metal content detection, the dry sludge can be classified into different grades to be used as compost for farmers or to be as fuel for fuel suppliers.
