An SGSN (Serving GPS Support Node) passing through when the 2G/3G user is accessed transmits request message for querying user information, identification information carrying the user and the routing information of the SGSN to an HSS (HomeSubscriber Server) of an EPC; after the HSS receives the information, the user is judged to be an unmigrated 2G or 3G user and the request message contains the routing information of the SGSN, an HLR (Home Location Register) for storing the user information is queried according to the identification information of the user, and the request message is forwarded to the HLR; and after receiving the request message transmitted by the HSS, the HLR processes the request message and transmits user information needing to be returned to the SGSN.
