The method comprises the following steps of: firstly allocating an enterprise code to an authorized enterprise, loading a user name by the enterprise, and setting a valid period for authorization; then encrypting three data and system version information into a secret key, wherein the certificate can be printed by the authorized enterprise under the conditions that the secret key is firstly read, the information in the secret key and printing information are compared and comparison is successful, the secret key is utilized to encrypt the information of the certificate into a check code word string when the certificate is printed, and the check code word string is used in loading and verification. The invention also discloses a system based on the method. The system comprises a certificate issuing system, an enterprise information management server, a client printing control component, a client uploading control component and a data uploading server, and the system is used for realizing encryption, decryption and comparison functions in the method.
