The device comprises a double-suction type centrifugal fan, an internal air funnel, an external air funnel, an internal loudspeaker air opening, an external loudspeaker air opening, a water inlet pipe, a spray nozzle, a water collecting tank and a blowdown pipe, wherein the external air funnel is arranged outside the internal air funnel; the internal loudspeaker air opening and the external loudspeaker air opening are formed at the same end of the internal air funnel and the external air funnel respectively; the double-suction type centrifugal fan is arranged at the other ends of the internal air funnel and the external air funnel; the water inlet pipe is connected on the spray nozzle; the spray nozzle is arranged on the top of the interlayer between the internal air funnel and the external air funnel; the blowdown pipe is arranged on the water collecting tank; and the water collecting tank is arranged at the bottom of the interlayer between the internal air funnel and the external air funnel.
