Embodiments of the present invention provide a method, an apparatus, and a base station for resource allocation, where the method includes: receiving, by a network side device, a measurement report sent by a UE; acquiring, by the network side device, RSRP1 and RSRP2 from the measurement report, where the RSRP1 is RSRP from the UE to a serving cell and the RSRP2 is RSRP from the UE to a neighboring cell; determining, by the network side device according to an absolute value of the RSRP1, an absolute value of the RSRP2, a difference between values of the RSRP1 and the RSRP2, a frequency band that is suitable to be used by the UE, where the frequency band includes: a central frequency band and an edge frequency band; and allocating, by the network side device according to a result of the determining, a resource for the UE on the frequency band that accords with the result of the determining. In the embodiments of the present invention, a network side device determines, not only according to a difference between values of RSRP1 and RSRP2 but also according to an absolute value of the RSRP1 and an absolute value of the RSRP2, a frequency band that is suitable to be used by a UE, and allocates a resource for the UE on the suitable frequency band, so that coverage performance of a cell can be improved.
