When used, the handbrake control valve is switched on to conduct the air circuit between the air storage tank and the hill start solenoid valve; then the hill start solenoid valve is controlled according to an air pressure signal and an engine torque by the entire car electronic controller; and the hill start solenoid valve is controlled to charge the spring air chamber when the engine torque achieves a preset valve so as to release the brake step by step so that a safe hill start is fulfilled.
