The invention discloses a system and method for estimating taxi fees based on a navigation map. The system comprises an input module, a path planning module, a road condition receiving module, a waiting timeestimation module, a fee standard database and a fee computation module. The method comprises the following steps of: receiving input of a point of departure and a destination of a used taxi by the input module; generating a planning path and acquiring mileages by the path planning module in accordance with the point of departure and the destination; receiving the existing road condition of the planning path by the road condition receiving module; estimating waiting time of using the planning path by the waiting timeestimation module in accordance with the existing road condition of the planning path; and calling billing unit price, flag-down fare, mileages in the flag-down fare and mileage unit price in the fee standard database to estimate the taxi fee by the fee computation module. When the taxi fee is estimated, the fee caused by the waiting time is estimated, thus a user can estimate the result more accurately.
