According to the method, a carrier channel tag conversion method is adopted, regulated carrier channel tags are timely updated according to a user number in a current carrier, and later access users can accurately know the actual condition of the current carrier to determine the load condition of the carrier and select a proper carrier for access, so that the channel resource utilization rate is increased, and a timeslot resource allocation failure condition caused by the disorder of the carrier channel tags and a fixed carrier channel appointment strategy during the multi-service connection of a user is avoided; and in addition, timeslots are combined by judging an actual regulated user number condition in the carrier, so that timeslot fragments can be maximally reduced, the reutilization of the timeslot fragments in a carrier channel is improved, the rate of rejecting timeslot resource applications of the user is lowered, and the utilization rates of resources are effectively increased.
