The license number extraction module acquires and processes vehicular images to extract vehicular license numbers, and sends the vehicular license numbers to the management center. The parking stall condition acquisition module acquires service conditions and parking stall positions of parking stalls in a parking lot and sends the acquired service conditions and the acquired parking stall positions to the management center through the wireless sensing network. The management center receives the license numbers, controls a barrier to open for vehicles to access, records vehicle access time, receives the service conditions and positions of the parking stalls to recommend free parking stalls for drivers and provide parking guide information, and charges the vehicles according to the vehicle access time.
