The method comprises the following steps of: configuring measurement requests which are relevant to parameter setting of a measurement report for triggering handover preparation and of a measurement report for triggering the handover for UE (user equipment); receiving a measurement report which is from the UE and is used for triggering the handover preparation; judging for handing over according to the received measurement report for triggering the handover preparation; acquiring radio resource control connection reconfiguration information related to handover; storing the radio resource control connection reconfiguration information; receiving a measurement report which is from the UE and is used for triggering the handover; providing the stored radio resource control connection reconfiguration information to the UE to start the handover; and releasing the related resource after successful handover is carried out.
