The pre-treating method comprises the steps of measuring a desulfurization solution, placing the desulfurization solution in a container, adding ethanol in the container to be mixed and dissolved with the measured desulfurization solution, obtaining a mixed solution, still standing the container after shaking the container, separating the mixed solution in the container, and presenting an upper layer solution and a lower layer solution which are not mutually dissolved, wherein the lower layer solution is composed of an organic phase of invalidated desulfurization components which are separated out from the desulfurization solution and free of desulfurization capacity, and the upper layer solution is composed of a mutually soluble mixed solution of water and ethanol of effective desulfurization components with desulfurization capacity so as to detect concentration of the active desulfurization effective components in the desulfurization solution.
