A central processing unit (CPU) monitors system loading of a Baseband Process (BP) one board i every period T1, and when the fact that the occupancy rate of the CPU of the BP one board i is bigger than or equal to preset threshold N is monitored, the CPU continuously monitors the system loading of the BP one board i in M1 period T1. When the occupancy rate of the monitored CUP is continuously bigger than or equal to the preset threshold N in M1 period T1, the base band resource transport process is started; the device comprises a system loading monitoring device, a continuous monitoring device and a base band resource transport device. The invention further provides the system loading dynamic regulation method. When a Baseband Unit monitors the load condition of the BP at a regular time, load which is rushed to cause the users not to be inserted carrier frequency of the BP is adjusted to other BP with lower load, so that the problem that the users cannot normally insert caused by the load rushing is solved.
