The invention discloses a network delay measuring device and method which is used for realizing convenient and accurate delay measurement under the condition that normal operation of network elements is not affected. The network delay measuring device comprises a first communication interface, a second communication interface and a receiving module used for receiving a data packet through the second communication interface. The network delay measuring device further comprises a third communication interface, a data packet generation module, a sending module and a processing module. The third communication interface can be connected to the Internet through a third network. The data packet generation module is used for generating a test data packet. The sending module is used for sending the test data packet and recording sending time.
