Different power distribution methods are used to realize that UE (user equipment) transmits uplink control signal PUCCH (physical uplink control channel) to a macro base station and a micro-cell base station at the same time or the UE transmits uplink control signal PUCCH to a macro base station and a micro-cell base station at different times. By the method, system processing delay, caused by communication delay between the macro base station and the micro-cell base station, in a micro-cell network is solved, and system performance is increased.
