The displacement positioning system comprises an upper computer, a leaky communication cable L with known length and a mobile station, wherein the two ends of the leaky communication cable L are connected with a first base station and a second base station, the mobile station moves along the leaky communication cable L and in radio frequency communication with the first and second base stations through the leaky communication cable L, or radio frequency signals with the same signal strength sent by the first and second base stations at the two ends of the leaky communication cable L are received by the mobile station. According to the displacement positioning system and a positioning method, the same signal is transmitted to the two ends of the leaky communication cable L to produce different attenuation values, measurement is easy by using the received signal strength, accurate distances between the mobile station and the base stations are analyzed and calculated by using the characteristic of positive relation between the attenuation value differences and transmission distances, so that real-time accurate positioning of closed roadways is achieved, installation of card readers is omitted completely, the system is simplified, installation and post-maintenance workloads are reduced, and the stability of the system is improved.
