The system comprises a photovoltaic generation device (7), an electricity storage device (6), a grid-connection device (3), a charging device (2) and a controller (1), wherein the grid-connection device (3) is provided with an inversion output device (4) and a rectification input device (5); the controller (1) is used for receiving electricity utilization peak-valley period information from the charging device (2), receiving electricity storage quantity information from the electricity storage device (6), and controlling the inversion output device (4) and the rectification input device (5) according to the information. The method comprises the following steps of a) judging whether the present period is an electricity utilization peak period or an electricity utilization valley period; b) judging the amount of stored electricity of the electricity storage device; and c) deciding whether the generated energy of a photovoltaic system is output outwards or the electricity storage device is charged from an electricity grid according to the judgement. With the adoption of the system and the method, peak-clipping and valley-filling can be performed by adequately utilizing the electricity storage capacity of the household photovoltaic system, so as to supplement insufficient electricity quantity during the peak period, and alleviate the fluctuation of the electricity grid.
