In the methanation step, multistage methanation reactions are carried out by multistage methanation reactors, wherein not less than two adiabatic reactors are adopted during the first-stage methanation reaction so as to decrease the load of a single tower; isothermal methanation reactors are adopted during subsequent stages of methanation reactions; the isothermal methanation reactors are suitable for the methanation reactions greater than or equal to the second stage. The process is high in energy utilization rate; heat exchange units are reduced, so that the heat loss of the whole system is decreased. The heat energy utilization efficiency of the process provided by the invention is higher than that of an existing process. Thus, a phenomenon of carbon separation in the whole methanation process is avoided.
