Provided is a paper-handling device making it possible, using a simple structure, to reduce the stoppage rate of a cash deposit / dispensing apparatus and a banknote rejection rate, improve the performance of removing foreign matter in a banknote bundle, and the like. A paper-handling device having a cash deposit / dispensing unit, a paper identification unit, a temporary storage case, a plurality of paper-housing boxes, and a first paper transportation path for transporting paper to the abovementioned units, the paper handling device being characterized in that: the cash deposit / dispensing unit has an opening part for delivering paper in a substantially horizontal state, a housing unit for housing paper in a substantially upright state, a second paper transportation path connecting the opening part and the housing unit with each other, the second paper transportation path mutually changing the paper between the substantially upright state and the substantially horizontal state and transporting the paper, and a locking unit for locking the paper delivered at the opening part; and the locking unit switching, by turning about a turning axis of the locking unit, between a cash deposit position protruding into the second transportation path and a retracted position retracted from the second paper transportation path.
