The method comprises the following steps of establishing a user table which contains user serial number, total number of program submitting times, correct number of program submitting times, number of completed program titles, and user level; according to the total number of program submitting times, correct number of program submitting times and number of completed program titles of a user under the user serial number, determining the corresponding user level; using the user level as the evaluation standard of the user programming capacity degree, sequencing the users, and providing the rank of the users; returning the ranking results back to the user.
