The multimedia encoding device (100) includes: a channel state receiver (105) for receiving channel state information from a network; a repetition pattern determiner (106) for determining a repetition pattern according to the channel state information; for encoding multimedia data to generate an encoder (101) for a plurality of encoded packets; a repeat generator (107) for generating a repeat packet of a key packet according to a determined repeat pattern, wherein the key packet is more important than other packets for decoding the encoded multimedia data .
