The device comprises a casing which is coupled with a rotary shaft, wherein the rotary shaft is rotatably coupled with a rotary base, the rotary base is rotatably coupled with a driving screw, the driving screw is axially vertical to the rotary shaft, the driving screw is driven to rotate by a driving device which is arranged on the rotary base, the driving screw is in threaded connection with a nut which is coupled with a support rod vertical to the driving screw, the casing is fixedly coupled with a guide rod, an applying block is slidably coupled with the guide rod by virtue of a guide hole thereon, the applying block is provided with a guide rod which is slidably coupled with a slide block, and the slide block is rotatably coupled with the support rod.
