The method comprises: selecting and using multidimensional characteristic attributes for representing a cell, and preprocessing a value of the characteristic attributes of each dimension included in a characteristic value vector: establishing the characteristic value vector of the characteristic attributes, the characteristic value vector comprising the characteristic attributes of each dimension; initially distributing each cell to different temporary scene clusters; regarding one cell, adjusting the scene cluster to which the cell belongs based on a different degree between the characteristic value vector of the cell and the center of each temporary scene cluster; taking the adjusted scene cluster as a first type of scene clusters; based on the characteristic value vector of each cell in the first type of the scene clusters, calculating a distance between adjacent first type of scene clusters; and combing the first type of scene clusters with the distance meeting a combining threshold to form a second type of scene clusters.
