The method comprises the following steps that 1) cameras are deployed in all monitoring areas, a tag reader is arranged in the visible range of each camera simultaneously, RFID tags are worn on all the elders requiring monitoring simultaneously, and identity information of the carriers are stored on the tags; 2) when the tag carriers do not enter the areas in which the readers are positioned, the cameras acquire background images, background modeling is performed by utilizing a mixture gaussian model, the background model is continuously updated according to the acquired latest background images, and the obtained latest background model is used for performing differentiation with image frames required for behavior detection so that the foreground images of the pedestrians are obtained; and 3) when entry of the tags is detected by the readers, an abnormal behavior detection function of the camera of the area is started, and behavior abnormity detection adopts a method based on template matching.
