The installation and adjustment device of the solar cell panel is disclosed. The solar cell panel is installed through using a cell panel installation frame. The device is characterized in that the solar cell panel is placed on the cell panel installation frame; the cell panel installation frame is arranged on two elevating mechanisms which are arranged on two ends; each elevating mechanism adopts a planar double rocker mechanism and comprises a frame fixed to a bottom installation rack, a first rocker which is pushed by an electric push rod, a second rocker which drives two ends to swing towards two sides and a top connecting rod; an end point of the connecting rod moves up and down, left and right; the end point of the connecting rod is hinged to a back side of the cell panel installation frame; lengths of the first rocker, the second rocker and the connecting rod are approximately equal. By using the device in the invention, the two planar double rocker mechanisms arranged on two ends of the solar cell panel are used to form the installation and adjustment device so that solar energy can be used and converted maximumly.
