The method includes the steps that related parameters of the coal mill, a generator set, a boiler and a desulfurization system are obtained; the first maximum mix-burning quantity of the lignite generated when the boiler is fully loaded, the second maximum mix-burning quantity of the lignite generated when the coal mill actually operates, the third maximum mix-burning quantity of the lignite generated when the mixed coal sulfur content of the mixed coal is the largest borne value of the desulfurization system and the fourth maximum mix-burning quantity of the lignite generated when the sluggish reaction time of the generator set in the variable load state reaches a preset threshold value are calculated according to the related parameters respectively; the minimum value among the first maximum mix-burning quantity, the second maximum mix-burning quantity, the third maximum mix-burning quantity and the fourth maximum mix-burning quantity is determined as the maximum mix-burning quantity of the mix-burned lignite of the coal mill.
