The circulation control system further comprises a second water pump, a first one-way valve, a second one-way valve and a controller, wherein a water inlet of the second water pump is connected with a water outlet of the air-conditioning heat exchanger through a pipeline; a water outlet of the second water pump is connected with a water inlet of the liquid heater through a pipeline; the first one-way valve is arranged on a water inlet or outlet pipeline of the first water pump, and the conducting direction of the first one-way valve is the flowing direction from the engine cooling water jacket to the first water pump; the second one-way valve is arranged on a water inlet or outlet pipeline of the second water pump, and the conducting direction of the second one-way valve is the flowing direction from the second water pump to the liquid heater; the controller controls on and off of the first water pump, the second water pump and the liquid heater.
