The method comprises: traffic information data of a user are obtained, a traffic vehicle distribution pool is generated, the traffic information data are analyzed at intervals, the analyzed data are compared with data of the traffic vehicle distribution pool at a previous time to obtain data of the traffic vehicle distribution pool again, and an abnormal situation is reported; a current position of the user is determined, route information push is carried out on the user based on the current position, and a shortest route and a route with minimum time are provided by using a congestion state provided by the traffic vehicle distribution pool at a current time as a reference according to starting point and destination positions inputted by the user; when a navigation function is used during the user driving process, pushed route information is updated at any time according a current road condition information change and the current position of the user. According to the invention, information of the user position and the vehicle speed can be obtained in real time; the user can be restricted; and a phenomenon of breaking a traffic rule by a user can be avoided.
